I am also not knowledgeable about the way mobile phones work, but I did see one potential issue.
If anyone called 1(a) then 1(b) could accidentally answer it in the scenario described. As basically, 1(a) and 1(b) have what is essentially two instances of the same phone.
So, if it works anything like land-line phone and you can have two handsets with the same number ring one and you'll end up ringing both.
