Maybe my problem was specifying 'fine' because my hair sounds about like yours - and on the range of the whole human scale it's still pretty fine, but I guess as white people hair goes it's on the coarse side. So maybe I should have just said "is it reasonable for people whose hair doesn't do that to wear dreadlocks?"
