This question is fiction-related. Is it theoretically possible for a Somali citizen living in Somalia to obtain a fiancee visa to Ireland? There is no Irish embassy or consulate in Somalia, so I'm not sure if she would have to be resident in another country first.

Without knowing Irish procedures in detail, I would be almost certain they would have to travel to a second country - precisely because of *why* the Irish have no embassy in Somalia (the security situation hasn't been marginally adequate, even, in 25 years - because there's no government whatsoever, really). I may be nitpicky, but any other answer would probably break the brain (or at least the suspension of disbelief) of anybody even passingly familiar with why Somalia is newsworthy.

The Irish fiance might be able to organise the visa in Ireland. Sometimes one country's embassy will handle matters for other countries (e.g. Canada and Australia often look after each other) and there is a UK embassy in Somalia. I think it would be a lot easier to do from the Irish end of things though.
